Decision relevance: Three developments crossed the reporting threshold.

I have been on detail as usual from late May to early August, fulfilling my mandate for ARAC as a Positive Peace Ambassador. While I have been away, my customized analytic platforms have been closely monitoring and alerting me to signals and situations that I have set up based on the analytic standard defined in Quanta Analytic Framework, developed by yours truly for structured analysis powered by AI. I spent 2 decades of my career working in Structured Analytic Techniques while working as a researcher and a former ‘Beltway Bandit’ for several consulting firms and defense contractors. I currently use these skills, along with my passion for data journalism and AI governance, to build conceptual frameworks grounded in empirical methods and standards to help serious analysts and researchers to understand complex situations in underreported events, especially in the resource-rich regions of Africa. So let’s jump right into what came through on my desk earlier today.

Key judgments

  1. Sahel and coastal West Africa: JNIM’s financial, operational, and recruitment position is stronger than previously assessed. Pressure is extending toward Ouagadougou while recruitment inside northern Benin indicates movement beyond cross-border raiding toward localized entrenchment. Confidence: High on direction; Medium on precise strength and financing estimates.

  2. DR Congo: ADF operations have expanded northward into Haut-Uélé and westward toward Tshopo despite leadership losses. This creates a direct conflict-access constraint for Ebola response operations. Confidence: High on geographic expansion; Medium on force size and fatality totals.

  3. Mozambique: The Cabo Delgado insurgency is regenerating and diffusing south and west while LNG pre-mobilization accelerates. Commercial exposure is therefore expanding faster than conflict stabilization. Confidence: High on geographic diffusion; Medium on the 400-500 fighter estimate.
